What This Port Was For
Port 1180 is officially registered to mc-client (Millicent Client Proxy), a protocol designed in the 1990s to enable micropayments on the Internet—transactions costing fractions of a cent.12
The vision: you could buy a single article for $0.003, watch a video for $0.001, or pay for individual database queries. Every tiny transaction would flow through Millicent's scrip-based system, where digital tokens represented fractional currency.3
The reality: the protocol never achieved meaningful adoption and is now effectively dead. But the port registration remains in IANA's registry, a permanent record of what someone once hoped the Internet would become.
How Millicent Worked
Millicent used a three-party system:3
- Customers bought scrip (digital tokens) from brokers using traditional payment methods
- Brokers acted as intermediaries, similar to banks, managing customer accounts
- Vendors accepted scrip for goods and services, then redeemed it with brokers for actual money
The scrip could be verified locally at the vendor's site without expensive cryptographic operations or centralized transaction processing. This made it theoretically fast enough for sub-cent transactions that would be uneconomical with credit card processing fees.
Port 1180 was where the client proxy communicated—the piece of software that managed scrip on behalf of users and handled the lightweight protocol exchanges.
Why It Failed
Millicent faced insurmountable problems:
The transaction cost floor — Even "lightweight" protocols have overhead. For a $0.001 purchase, any processing cost becomes a significant percentage of the transaction value.
User experience friction — People don't want to manage digital scrip accounts. Credit cards already worked. The cognitive overhead of tracking fractional balances wasn't worth the savings.
Business model mismatch — The Internet found other ways to monetize: advertising, subscriptions, bundling. No one needed to sell individual articles when they could sell access to everything for $9.99/month.
The aggregation solution — Services like iTunes proved you could charge $0.99 for a song and handle millions of transactions profitably. The need to go below a cent never materialized.
By the early 2000s, Millicent was gone. But port 1180 remains registered to it forever.
What Actually Uses This Port
Port 1180 sits in the registered ports range (1024-49151), which means IANA assigned it for a specific purpose, but it's not protected like well-known ports below 1024.
In practice:
- Millicent traffic: None. The protocol is dead.
- Unofficial uses: Some sources mention Adobe Connect may use port 1180 for certain configurations, though this is not the standard RTMP port (1935).4 Security databases have also flagged the port for occasional malware communication, but this doesn't mean the port itself is dangerous—just that malicious software has opportunistically used it.5
- Most networks: This port sees no traffic. It's empty space.

To see if anything is listening on port 1180 on your system:
If something appears, it's not Millicent. It's either a modern application that chose this port arbitrarily, or something you should investigate.
Why Unassigned Ports Matter
Port 1180 illustrates something important about the port system: registration doesn't equal usage.
Thousands of registered ports correspond to protocols that never achieved adoption, companies that no longer exist, or ideas that the Internet rejected. They sit in IANA's registry like fossils—evidence of what we once thought networking would need.
The registered ports range (1024-49151) is a museum of abandoned protocols and forgotten standards. Port 1180 is just one exhibit.
But these registrations serve a purpose: they prevent collisions. Even if Millicent is dead, no new protocol can claim port 1180 without navigating IANA's process. The namespace remains organized, even if most of it is empty.
The Lesson
Millicent tried to solve a problem that turned out not to exist. The Internet didn't need fractional-cent transactions. It needed better ways to bundle, advertise, and subscribe.
Port 1180 is what remains: a number in a registry, pointing to a protocol no one uses, representing a future that never arrived.
Sometimes the most interesting thing about a port is what it tells you about what we got wrong.
