What This Port Does
Port 3152 is registered with IANA for the FeiTian Rockey system — both TCP and UDP — under the service name feitianrockey. 1
FeiTian (FEITIAN Technologies) makes software protection dongles called Rockey. These are small USB hardware keys that expensive software checks before agreeing to run. The idea: you can copy software infinitely, but you can't copy a physical key. No key, no software.
Port 3152 enters the picture when that key moves to a server.
How Rockey Network Licensing Works
A standard dongle sits in a USB port on the machine running the software. Network dongles go further: install the Rockey dongle server, plug the key into the server, and now the software can reach port 3152 over the network to find its license. One physical key. Many machines. The software doesn't know — or care — whether the dongle is local or three floors away.
This matters in enterprise environments where a company licenses expensive engineering, design, or scientific software for multiple workstations. Instead of buying a dongle per seat, they buy one network dongle and let the server manage concurrent access. 2
What Range This Port Belongs To
Port 3152 sits in the registered ports range: 1024–49151.
These ports are managed by IANA. Anyone can apply to have a service registered here, and IANA will assign the port officially. Unlike well-known ports (0–1023), registered ports don't require root/administrator privileges to use. Unlike ephemeral ports (49152–65535), they're meant to be stable and findable. 1

Security Considerations
If you're not running FeiTian Rockey software and port 3152 is open on your machine, find out why. Unexplained open ports deserve attention.
If you are running Rockey dongle server software, be deliberate about whether this port is accessible only on your local network or exposed externally. A dongle server is infrastructure — it shouldn't face the public Internet.
