Port 1683: Unassigned — An Empty Room in a Very Large Building

Port 1683 belongs to the registered port range (1024-49151). This is the middle tier of the port number system, between the well-known ports (0-1023) that require root privileges and the ephemeral ports (49152-65535) that systems assign on the fly for outgoing connections.

Registered ports are supposed to be claimed. An organization applies to IANA, describes their protocol, and IANA assigns them a number so nothing else steps on it. Port 1683 was never claimed this way. IANA lists it as unassigned.¹

What Actually Runs Here

Nothing by default.

Some port databases list port 1683 as "ncpm-hip," but this appears to be a data artifact rather than an active protocol. There is no RFC, no specification, and no software that reliably uses this port.

If port 1683 shows up as open on your system, something put it there deliberately. That could be:

• A custom application or game server
• A development server bound to a convenient available port
• Something you should investigate

What Scanners See

The SANS Internet Storm Center logs scanning activity on port 1683, but at low volume with no known payload or attack pattern associated with it.² Scanners probe the entire port space continuously. Most ports get touched. It means nothing on its own.

How to Check What's Listening

macOS/Linux:

sudo lsof -i :1683

Windows:

netstat -aon | findstr :1683

Cross-platform:

sudo ss -tlnp sport = :1683

These commands will tell you the process name and PID of anything bound to port 1683. If nothing is listening, the port is closed and unreachable.

Why Unassigned Ports Exist

There are 65,535 ports. Roughly 1,000 have well-known assignments. A few thousand more have registered services. That leaves tens of thousands of ports sitting exactly like this one: officially empty, available for anyone to use for anything, formally governed by nobody.

This isn't a flaw. It's how the system accommodates the unpredictable. New protocols get born. Private applications need network access. The unassigned space is the Internet's undeveloped land, ready to be used when needed, and honest about what it is in the meantime.
